From silence to symphony

Fiorella, a young woman with microcephaly, epilepsy, and selective mutism is playing the violin. Fiorella, once told she would always be dependent, now speaks fluently, smiles at strangers, and even makes jokes — something her mother Lourdes once thought impossible.

"Since she started music school, we saw enormous progress," Lourdes shares, her voice filled with emotion. "The violin, the music itself transformed her. Many years of treatment with therapies didn't reach what music is now doing for her."

Fiorella's story represents a powerful example of what's possible when vulnerable children receive the right support. But her journey hasn't been easy.

The silent epidemic of violence against children with special needs

In Paraguay, 52.1 percent of children experience violent discipline at home. For children with disabilities or special needs, the statistics are even more alarming. Research consistently shows that children with disabilities face up to three times the risk of violence compared to their peers without disabilities.

The reasons are complex: caregiver stress, lack of understanding about disabilities, inadequate support systems, and societal stigma all contribute to higher rates of harsh discipline and abuse. Children like Fiorella, who struggle to communicate, are particularly vulnerable as they often cannot advocate for themselves or report mistreatment.

This pattern creates a devastating cycle. Children already coping with developmental challenges face additional trauma from violence, further compromising their development and potential for independence.

Breaking the cycle through community education and support

With support from Children Believe donors, Taiwan Fund for Children and Families and its local partner Fundación Alda, community programs in Paraguay have achieved a 31 percent reduction in violent discipline at home.

This reduction comes through deliberate community education efforts. Mothers' Clubs provide safe spaces where families learn different childcare approaches with an emphasis on positive parenting techniques.

Workshops teach parents strategies for managing challenging behaviors without resorting to violence, while community forums destigmatize developmental differences.

Financial stress— a major trigger for household violence — is addressed through Savings Groups where over 200 community members develop administrative and financial skills. By reducing economic pressure on families, these initiatives directly lower violence rates, particularly for vulnerable children with special needs who often require additional resources.

For Lourdes and Fiorella, this multilayered support has been life-changing. Through parenting programs emphasizing positive discipline, sewing classes that build economic independence, and music education that fosters communication skills, Fiorella has blossomed in ways medical professionals never predicted.

"Now I see a different future for her," says Lourdes. "I see that she will go far. This is an immense happiness for me."

The comprehensive approach extends beyond individual families. In communities where these programs operate, 3,850 children and their families now benefit from play centers, community spaces, and school networks focused on quality education. Local committees develop risk-based plans specifically designed to protect vulnerable children, with special attention to those with disabilities.

The ripple effect of transformation

The impact reaches across generations. Lourdes, who grew up in a home with violence and gender inequality, now sees a different path for herself too.

“If there had been a program like this when I was a child, my life would have been very different," Lourdes reflects.

This year, she and Fiorella enrolled together to finish high school — a testament to how supporting one child can transform an entire family.

Fiorella's journey from silence to symphony demonstrates what's possible when we provide vulnerable children with the right support. With targeted interventions that address both violence prevention and skill development, even children facing the most significant challenges can find their voice and independence.
